Venezuelan drug boats, speeding across the Gulf, are the new terrorism. For Sure.

It's a different form of terrorism. Drugs instead of bombs. More profitable as well.

It's simple:

If you're not a narco-terrorist, don't be driving a speedboat with 4 x 600 hp "super-high-quad" outboards; don't be carrying cocaine-shaped plastic bags stuffed to the scuppers; don't be travelling with four dudes, not a single one interested in fishing; don't be flying across the open waters of the Gulf of America at 60 knots aiming for the wild coasts of Texas. 

Don't be doing that. And you'll be fine.

Do that, and prepare to meet thy maker, terrorist!
