HK government: you can't "follow the science" only when you like its results. On this Fukushima water issue, it's really, really, really easy to find the science. Which tells us what Japan is doing is just fine. It's safe. But you don't follow that science.
Therefore I conclude that what China is doing, and therefore what HK is doing, is political.  Which is fine. Just say it outright. Don't try to fool us with your "precautionary principle" or your "better safe than sorry" nonsense.

It’s political. I get it. Pretending otherwise is to treat us as fools. To condescend.  The science on this water release issue is easy to find. And it's clear. There is NO problem releasing water, specifically Fukushima water, with small amounts of Tritium. It's done all the time and at far higher levels than Fukushima.  Here is just one explanation of The Science, from a Swedish-Greek nuclear physicist:  If you don't agree with her, no ad hominem please. Just say: what did she get wrong and why.
