When governments give money to Charities based on the number of homeless they cater to, the charities have zero incentive to reduce the number of homeless they cater to. Quite the opposite.
California spent $24 Billion in the last five years only to see homelessness increase the state increase.
The solution?
Tough Love. Force — yes, force — homeless into shelters, either mental or drug rehabilitation. Align incentives with desired outcomes. Re-engage the government, city or state, to do it, rather than NGOs, which have been corrupted by the flood of money and will be hard to reform.
